Accounting Services Coordinator I

The Prince William County Department of Social Services is looking for talented, organized and motivated applicants who are committed to working in the field of finance. We are large agency of approximately 300 employees who provide assistance to individuals and families in the community in the areas of adult and children’s services, benefits, employment and child care and residential services. The Accounting Services Coordinator I will be responsible for doing accounts payable, accounts receivable, preparing complicated purchase orders, disbursing vendor payments, processing payroll and preparing other financial reports and transactions in support of the agency. The successful candidate must have good organizational, time management skills and must be able to meet mandatory deadlines. He or she must also have strong Microsoft Word and Excel skills and have knowledge of complicated payroll practices and financial reporting. He or she must have the ability to communicate both verbally and in writing. He or she will also have strong experience providing general administrative support in a busy organization. We prefer candidates who have previous experience with ASCEND accounting software or a similar accounting processing software. All DSS staff members are required to provide human services emergency in the event of a community disaster.

PREFERRED SKILLS & EXPERIENCE

Skill in maintaining complex financial statistical reports; Proficiency in Microsoft Excel and Microsoft Word; Experience in using ASCEND software or similar accounting processing software; Experience in accounts payable/receivable, creating spreadsheets and payroll processing.

ENTRY SALARY: $37,654.50 – $50,797.50/yr.

GENERAL DEFINITION OF WORK:

Performs responsible technical work in the maintenance of complex financial records and in the coordination of related accounting services.
Work is performed under the general supervision of Director or Designee. Limited supervision may be exercised over subordinate accounting and administrative personnel.

TYPICAL TASKS:

Coordinates and oversees the prescribed recurrent gathering, recording, compiling and issuing of standard information pertaining to department payables, receivables or general ledgers;

Checks progress, accuracy and completeness of work produced;

Coordinates daily operations of taxpayer call center;

May advise accounting assistants and administrative support assistants on difficult or unusual assessments,

bookkeeping or accounting problems;

Devises work plans to implement or accommodate new and changed clerical accounting methods;

Schedules and assigns work to meet deadlines and balance workflow;

Balances, summarizes, and reports daily and periodic Countywide cashiering operations;

Checks balances, prepares regular financial reports and statements and verifies financial data;

Analyzes financial information and prepares reports for state and federal agencies;

Prepares adjusting journal entries and reconciliations;

Inputs general ledger data in an on-line computer system;

Oversees/reviews the preparation of State tax returns;

Reviews and approves payroll documents;

Reviews and provides final approval for disbursements of employee checks in the County’s payroll system;

Maintains earnings and deductions registers;

Reviews or calculates roll-back and deferred taxes related to roll-back and deferred tax programs;

Maintains records related to various assessment and tax programs;

Assembles statistical financial and accounting data on request;

Assists in providing information on financial matters;

Assists in formulating and implementing new financial systems;

Processes and approves for payment or processing a variety of bills, forms and applications.

Assists in the interviewing of applicants; provides employee orientation and job training;

Evaluates performance, recommends merit increases, promotions, and other personnel actions as delegated;

Initiates and coordinates personnel actions;

Supervises preparation of agency payroll;

Handles legal actions on warrants-in-debt, bankruptcy filings and foreclosures;

Assists delinquent taxpayers in regards to bankruptcy filings;

Processes and monitors payment arrangements and payments.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of clerical accounting and data entry methods, practices and terminology, and department rules and regulations; thorough knowledge of modern office methods, practices and equipment; general knowledge of supervisory principles and techniques; ability to plan, assign, review and evaluate work of subordinates; ability to follow complex oral and written instructions; ability to maintain complex financial and statistical records and accurately compile related reports; skill in the operation of standard office equipment, including computer terminal, personal computer, calculator, copier, etc.; ability to establish and maintain effective working relationships with co-workers, subordinates and superiors; ability to deal effectively with others contacted, including the general public.

Education and Experience
Any combination of education and experience equivalent to graduation from high school, supplemented by college level courses in accounting, finance or business administration, and computer operations, and 2-3 years experience at the Accounting Assistant II level or similar level of technical experience in maintaining financial or statistical records, preferably in the public sector. 1-2 years experience as 1st level supervisor if position is supervisory.

Special Requirements
May be required to pass a criminal background check if work assignment involves cash accountability and/or financial responsibility (prior approval of the Human Resources Director is required).

Fire & Rescue Requirement:

Effective October 2012, mandated by the Virginia State Board of Health 12VAC5-31-540, VA EMS Regulations require a criminal background check conducted by the Central Crime Records Exchange and the National Crime Information Center via Virginia State Police; and a driving record transcript from the individual’s state Department of Motor Vehicles.

Department of Social Services Requirement:

According to Virginia Department of Social Services (effective January 1, 2014) and Virginia Department of Juvenile Justice Standards 6 VAC 35-140-260 (effective 2005), the following background checks may be conducted depending upon the nature of the position: reference check, local, state and national criminal record (fingerprinting), Child Protective Services record, DMV record, and credit history.
