ACCOUNTING ASSISTANT II

Prince William County Police is seeking qualified candidates for the position of Accounting Assistant II, in Woodbridge, VA. PREFERENCES:

Experience in the preparation of purchase orders, invoices and vendor payments. Experience preparing or assembling documentation for cash or programmatic audits. Experience with document management software filing systems.

STARTING SALARY RANGE: $34,593.00 – $46,644.00

GENERAL DEFINITION OF WORK:
Performs difficult clerical and technical work involving the preparation and maintenance of fiscal or related records; does related work as required.
Work is performed under regular supervision. Supervision may be exercised over subordinate accounting and administrative assistants.

DISTINGUISHING CHARACTERISTICS: This level is characterized by data processing with a broad focus, advanced programmatic knowledge and comprehension of accounting or payroll systems, and advanced problem resolution.

TYPICAL TASKS:
Posts data to accounts and/or financial records;

Prepares and disburses vendor payments;

Prepares detailed payroll records, reports and documents;

Prepares and supervises the preparation of bills for payment, verifies coding;

Prepares a wide variety of accounting, fiscal, statistical and similar reports;

Handles payments and inquiries from the general public;

May supervise and advise subordinate accounting Assistants and Administrative Support personnel on difficult or unusual bookkeeping and accounting problems;

Establishes and supervises the maintenance of filing systems, account records and other records;

Creates complex spreadsheets;

Creates and maintains databases;

Performs account reconciliations;

Audits accounts;

Gathers detailed financial data and performs advanced assessments for account adjustments;

Coordinates adjustments with vendors;

Processes purchase orders, invoices, and insurance claims using automated systems;

Processes workers compensation claims;

Performs petty cash custodial duties;

Operates cash register.

KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of bookkeeping terminology and methods; thorough knowledge of mathematical computations; general knowledge of personnel procedures and payroll practices; general knowledge of the principles and practices of purchasing policies and procedures; general knowledge of routine accounting principles and practices; thorough knowledge of standard office procedures, practices and equipment, to include computers and applicable software applications; ability to maintain complex financial records and to prepare financial reports accurately; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with County employees and the general public; ability to understand and follow complex oral and written instructions; ability to deal effectively with co-workers and the general public; ability to supervise the work of subordinate personnel; skill in the operation of standard office equipment, including computer terminal, personal computer, calculator, copier, etc.

Education and Experience
Any combination of education and experience equivalent to graduation from high school, supplemented by college level courses in bookkeeping, computer operations and accounting, and 3-5 years experience involving the maintenance of financial or statistical records.

Special Requirements
May be required to pass a criminal background check if work assignment involves cash accountability and/or financial responsibility (prior approval of the Human Resources Director is required).

Background Checks, which may include but are not limited to: Criminal History Check, Credit History Check, Education Verification Check, License Verification Check, and/or Fingerprinting may be required (Effective January 3, 2013) as posted in the job advertisement.

Fire & Rescue Requirement:

Effective October 2012, mandated by the Virginia State Board of Health 12VAC5-31-540, VA EMS Regulations require a criminal background check conducted by the Central Crime Records Exchange and the National Crime Information Center via Virginia State Police; and a driving record transcript from the individual’s state Department of Motor Vehicles

Department of Social Services Requirement:

According to Virginia Department of Social Services (effective January 1, 2014) and Virginia Department of Juvenile Justice Standards 6 VAC 35-140-260 (effective 2005), the following background checks may be conducted depending upon the nature of the position: reference check, local, state and national criminal record (fingerprinting), Child Protective Services record, DMV record, and credit history.
