Accountant/Fiscal Analyst III/Accounting Manager – 66367

This position is located in the Revenue Accounting Department at Headquarters in Blythewood, SC. Under general supervision, performs professional accounting duties associated with complex general accounting and financial reporting system for the Department of Motor Vehicles. Serves as manager of the General Accounting function within Finance. Responsible for assigning work load and daily activities of the employees in this area. Supervises the preparation of periodic management and financial reports as they relate to these areas of responsibility. Monitors all related policies and transactions to ensure compliance with generally accepted accounting principles.

Job Functions:

1. Responsible for identifying, developing and implementing financial service improvements/to provide direct support in ensuring tasks are completed to improve processes and procedures in the Finance Department; to document and update new processes associated with the Finance Department; conducts special research activities; research and analyze data; prepares clear, concise recommendations and reports.

2. Manages the General Accounting function of Finance. Responsible for assigning work load and daily activities of the employees as well as administering discipline, approving leave and attendance and preparing EPMS’s and Planning Stages for employees.

3. Develops and prepares management level financial reports in accordance with governmental standards and GAAP. Performs account analysis, communicates and enters necessary information needed to produce appropriate reports.

4. Assists the Revenue Accounting Manager with needed financial information to be used in the Revenue Reconciliation process. Responsible for the distribution of Revenue journal entries at month-end.

5. Reviews and approves journal entries, budget transfers, payments, etc. entered into the SCEIS system.

6. Monitors transactions between SCEIS and STARS on a daily basis. Works with other areas within the finance department to ensure an understanding of how their transactions post in SCEIS in relation to the overall books of the Agency. Ensures conformity with state laws/rules/ regulations.

7. Corresponds with CG’s office, State Treasurer’s office and the department heads at DMV concerning issues and/or areas of concern related to accounting transactions. 8. Supervises the preparation of the closing packages for the annual state-wide financial statements and auditor’s review. Any other duties as may be required by manager

Minimum and Additional Requirements:

State requirements: A bachelor’s degree in accounting, finance, business or related field and professional experience directly related, such as accounting, auditing, finance or commercial lending.

Department requirements : Bachelor’s degree in accounting, business administration, economics, finance, government, management or public administration, or a bachelor’s degree with no less than 15 semester hours in accounting related courses. 4 years of related financial experience required. Qualifying experience must include the use of computers, word processing software, and spreadsheet software. .

Thorough knowledge of governmental, financial, budgetary and business theories, principles and practices. Thorough knowledge of State and Federal laws, rules and regulations applicable to budgetary/fiscal management. Ability to organize and oversee a complex financial system and professional financial staff. Ability to interpret and analyze financial date and reports. Ability to communicate, both orally and in writing, with employees and management.

Extensive knowledge of the principles, theories and practices of accounting (particularly knowledge of governmental accounting methods). Experience in automated accounting systems and controls and ability to establish and maintain an effective working relationship with others

Employee should be able to work independently after initial few months on the job. As employees’ knowledge of the programs, state and agency policies and procedures increase, the employees’ independence and discretion should also increase.

Works in a climate controlled office. May be required to work extended hours outside the normal 8:30 am to 5:00 pm work day. Limited travel amy be required. Extended periods in front of a computer screen required.
