Accountant III

The Accountant III positions typically perform the most responsible accounting-related functions and have a substantial impact on the integrity of financial systems, reporting, and management decision making. The Accountant III is responsible for accounting, reporting, and financial analysis and is significantly relied upon for accuracy, completeness, and timeliness by City management for decision making purposes. This position analyzes and proposes solutions to problems without direct supervisory involvement and functions on general instructions and guidelines without close daily supervision. The Accountant III may also provide lead direction and training to office support and other accounting staff. Supervision of the Accountant III is consultative in nature to guide the problem-solving process.

Accountant IIIs are also responsible for the following activities: researching business processes; developing and proposing recommendations to improve efficiency and effectiveness; ensuring accurate, efficient, and effective financial reporting; assisting City bureaus regarding intricate governmental accounting requirements and analysis; implementation of new accounting standards and regulations, including those promulgated by the Governmental Accounting Standards Board; and performing a wide variety of accounting-related functions that involve interpretation and analysis, often with a high degree of independence.

The City of Portland currently has one Accountant III vacancy in the Financial Reporting Section of the Accounting Division, Bureau of Revenue and Financial Services. Additionally, this recruitment will result in an eligible list that other City bureaus will use to fill future Accountant III vacancies.

For the Financial Reporting position , the successful candidate will ensure accurate, efficient and effective financial reporting, provide City Bureaus with assistance regarding intricate governmental accounting requirements and analysis, and implement new accounting standards. Experience with preparing financial statements and understanding of governmental accounting are preferred.

Communication skills are highly important. These positions will be working with the City’s bureaus and must handle conflicting demands in a diplomatic manner; while applying IRS regulations, City administrative rules, accounting expectations and compliance with contracts. The ability to maintain confidentiality is also very important.

TO QUALIFY:
The following minimum qualifications are required for this position: Knowledge and experience applying Generally Accepted Accounting Principles (GAAP). Knowledge and experience using enterprise resource planning financial systems (SAP preferred), and understanding the transactional effects and impact on the general ledger and other system modules. Knowledge and experience applying financial analysis techniques to develop and prepare financial reports. Advanced skills in using software technology, especially Microsoft Excel and Word. Ability to lead projects in a team of professionals, including assigning, auditing, and reviewing work of others. Ability to effectively communicate orally and in writing to colleagues and business partners.
