Major Duties :

• Performs full range of professional accounting functions pertaining to classifying, recording, reporting and reconciling accounting information of substantial complexity, resolving issues relative to work assignments providing management with specific recommendations concerning Unit operations.

• Applies generally accepted accounting principles, governmental accounting principles, and accounting theories and techniques as a basis for utilizing the financial system and for completing highly complex analysis.

• Provides expert administrative and operational support/advice to stakeholders, and staff for the complex preparation and analysis of federal financial reports and for passing audits.

• Responsible for managing work assignments to ensure due dates are met for monthly, quarterly and yearly closes and reporting federal financial reports.

• Provide examination, analysis and interpretation of accounting and auditing standards, business procedures and guidance, financial data and/or reports.

• Resolves problems and defines solutions to optimize value from available financial management data through appropriate systemic methods and means to provide high value, timely, accurate, and reliable management information across the financial management portfolio of capabilities.

• Advises management, program managers, staff, and stakeholders of financial policies and interpretation of data to structure organization programs and encourage program improvements.

Qualifications and Evaluations

POSITIVE EDUCATION REQUIREMENT
: This position has a specific education requirement. All applicants must verify completion of this basic education requirement by submitting a copy of college transcripts by the closing date of the job posting. Please see the Required Documents section of this announcement for additional information.

Applicants possessing certifications (e.g. Certified Public Accountant, Certified Fraud Examiner, or Certified Internal Auditor) MUST provide proof of such certification along with their college transcripts. Candidates must submit a transcript attesting to possession of the required education as described under the Basic Requirements Section of this job posting.

BASIC REQUIREMENTS
: ALL APPLICANTS MUST MEET THE BASIC REQUIREMENTS BELOW:

1. Degree in accounting; or degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours of accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

2. Combination of education and experience – at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written exam.

OR

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that is normally associated with successful completion the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.

Education completed in foreign colleges or universities may be used to meet the above requirement provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

GS 12: Applicants must have (1) year of specialized experience equivalent to the GS 11 grade level.

Specialized experience is:

  • maintaining an accounting system on a regular basis
  • formatting new reports to satisfy information requirements
  • modifying and adapting conventional accounting and anayltical techniques to solve accounting problems and developing subsystems based on requirements.

GS 13: In addition to the specialized experience listed above, applicants must also have one year of specialized experience equivalent to the GS 12 grade level.

Specialized Experience is:

  • Analysis and evaluation of the major financial aspects of substantive, mission oriented programs.
  • Perform accounting, research and general ledger reconciliation .
  • Experience in accounting with emphasis on financial data and governmental accounting.
  • Demonstrate understanding of generally accepted accounting principles, governmental accounting principles, and accounting theories and techniques.
