Accountant

The City of Avondale has an opportunity for an Accountant assigned to the City’s Finance & Budget Department. This is a full-time exempt position with benefits.

Performs various accounting duties such as creating and posting entries to the general ledger, reconciling accounts and bank statements, preparing analysis of expenditures and revenues, administering grants, participating in special projects, and providing assistance with compiling year-end financial statements. Assists in budget development and implementation. The Accountant will prepare information for auditors, administer grants, assists in budget development and implementation, and participate in special projects.

Essential Functions
Processes accounting work by creating and posting journal entries to general ledger based on supporting documentation, preparing tax reports, reconciling bank statements, and compiling financial statements.

Assists with grant administration by preparing timely reimbursement requests and financial reports, tracking spending, performing analysis of grant revenues and expenditures, participating in audit reviews, and working closely with employees, including program managers and the Grant Administrator, outside agencies, and auditors to help ensure compliance with state and federal laws and regulations.

Assists in analysis and problem solving by reconciling the general ledger, reviewing and developing accounting and internal control policies, performing petty cash audits, assisting in special projects, performing budget analysis, and providing recommendations.

Participates in the procurement process to ensure expenditures are properly accounted for.

Participates in the preparation of the Comprehensive Annual Financial Report and year-end closing process by reconciling revenues and balances, preparing year-end reclassification journal entries, and preparing audit schedules.

Serves in a back-up capacity to the Payroll Specialist by processing pay cycles, ensuring adherence to payroll policies and IRS regulations and coordinating with Human Resources staff to ensure proper compensation and payments are made.

Job Requirements
Bachelor’s degree in accounting or closely related field. CPA preferred.

A minimum of two (2) years experience as an accountant, preferably in a municipal or government setting.

Supplemental Information
Work requires the ability to read and understand grant documents, policy and procedural manuals, municipal code, state and federal laws and regulations, accounting pronouncements and related authoritative guidance, financial statements, vendor invoices, and general ledger records and documents.

Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division as well as business math.

Work requires the ability to write memoranda, reports, emails, document procedures and prepare recommendations of policy and procedural changes.

Intermediate skill level with Microsoft Office Excel and Access software is highly preferred.

Planning responsibilities include timetable for grants administration that includes procedural adherence, fiscal reporting deadlines and methods, preparing for audit reviews, and coordinating with employees, program managers, and the grant administrator.

The accountant assists with budgetary control by reviewing and proposing budget adjustments.

Job has no responsibility for the direction or supervision of others.

Work requires analysis and judgment in accomplishing diversified duties. Work also requires critical and independent thinking within the limits of policies, accounting standards, municipal code, state and federal laws and regulations, and precedents.

The accountant in this position contacts others within the organization. These contacts may involve similar work units or departments within the City such as City Administration and Neighborhood and Family Services which may be involved in decision making or providing approval or decision making authority for purchases or projects. In addition, the accountant works with individuals outside the City who may belong to professional or peer organizations, various state and federal agencies, and vendors and suppliers. Meetings and discussions may be conducted with customers, brokers and sales representatives. Employee must maintain regular attendance. Ability to work in a constant state of alertness and safe manner.
