    Summary

    This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Consortium for Medicaid and Childrens Health Operations,Consortium for Medicaid and Children’s Health Operations (CMCHO) in Denver, CO, Kansas City, MO, Philadelphia, PA and San Francisco, CA.

    As a Accountant, GS-0510-9/11, you will provide technical assistance to State Medicaid agencies in assuring that expenditures of these agencies are made in compliance with Federal Medicaid and State’s Children’s Health Insurance Program (CHIP) regulations and statute. You will also provide consultation regarding financial management policy interpretation of the Medicaid and CHIP programs.

    Responsibilities

    • Monitor State Medicaid financial management operations for an area(s) of responsibility.
    • Maintain active review over State expenditures under Title XIX and Title XXI grants to ensure compliance with Federal laws, regulations, instructions and approved State plans.
    • Provide coordination and consultation with assigned State agency regarding implementation of financial management and CHIP requirements under the Medicaid program.
    • Provide technical assistance regarding Medicaid and CHIP financial management systems, current accounting echniques and cost allocation methods.
    • Coordinate with the branch manager and or lead accountant on cross cutting issues concerning the resolution of improperly claimed costs and subsequent deferrals and disallowances.

    In order to qualify for the GS-09 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector, to include: (1) applying knowledge of accounting principles, practices, methods and techniques to formulate a variety of financial reports; (2) assisting with the monitoring expenditures or grant estimates for a healthcare organization with complex accounting systems; AND (3) assisting with conducting financial reviews or audits or recommend ways to correct deficiencies.

    Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 level by possessing a Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position being filled.

    Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at grades GS-09. Therefore, only education in excess of 1 full year of graduate level education may be used to combine education and experience.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

    A Bachelor’s degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.").

    OR

    A combination of education and experience – at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.
