Job Description:
Job Summary: The Accountant III position is an advanced professional accounting position with responsibility for directing an accounting subsystem and fiscal activities. The Accountant III will direct the operation of cost accounting, encumbrances, revenue analysis and ensure compliance with established accounting principles, policies and objectives, and coordinate operations with other sections for purposes of budgeting, program cost evaluation, and strategic planning. The Accountant III will develop solutions to operational problems and propose recommendations for revisions in account structure or accounting procedures. The Accountant III will be responsible for completion of the agency’s annual budget.

Job Description: Manages fixed asset system, including development of agency-specific capital asset policies and procedures, asset purchases, retirements, and capital improvements in the fixed asset system, and preparation of monthly reconciliations of capital assets, accumulated depreciation, and depreciation expense; conducts periodic physical inventories of assets

Manages system of accounting for supplies inventory, including internal controls, accurate expense distribution, and reporting. Manages accounting for patient trust fund, patient benefit fund, canteen fund, fee funds and imprest fund. Prepares accounts receivable reconciliations, estimates of collectability, and performance metrics. Prepares monthly financial reports, including detailed expense and revenue projections, monthly journal entries, and supporting schedules for expense distributions and accruals. Manages all phases of the budget process, including annual budget development, monthly variance analysis, and coordination with department leaders to continually refine the budget process. Prepares supporting schedules and documentation for Medicare Cost Report worksheets. Prepares annual CAFR reports. Works closely with accounts receivable and revenue cycle team members to identify and investigate reimbursement, coding, collection, billing, and accounts receivable management issues. Ensures adequate agency-wide internal controls are implemented and enforced. Develops processes for allocation of payroll costs. Researches relevant state and federal regulation developments. Ensures compliance of agency accounting procedures with state guidelines and requirements. Researches relevant state and federal regulations and developments to ensure compliance and maximum reimbursement. Prepares requests for information from various state agencies, legislative committees, regulatory agencies, and hospital leadership. Prepares various financial and statistical reports for utilization trending and fiscal compliance monitoring.

Minimum Requirements: Three years of experience in professional accounting/auditing work. Experience with the Microsoft Office suite of software, with proficiency in Excel. Education may be substituted for experience as determined relevant by the agency.

Preferred Criteria: Bachelor’s degree in Accounting or Finance; experience within the health care industry; experience in governmental accounting; knowledge of federal and state regulations regarding hospital billing and reimbursement.
