Snohomish County 4-H Youth Development – Associate Professor

The WSU Extension Snohomish County 4-H Youth Development Associate Professor is a full-time, 12-month, tenure-track faculty position within the WSU Extension Youth and Families Program Unit.


POSITION
SUMMARY
The WSU Extension Youth and Families Program Unit is seeking a dynamic, inspired, and highly qualified professional to provide leadership, vision, educational programming, planning, development, implementation, and direction of the Snohomish County 4-H Positive Youth Development program in collaboration with staff, volunteers, youth, partners, and the community.


RESPONSIBILITIES

Provide leadership in planning, developing, and implementing flexible programs that demonstrate enhanced leadership skills, positive self-esteem, effective communication skills, sound decision-making ability, and other life skills in program participants.

Build innovative programs that lead to peer-reviewed scholarship for advancement in rank and tenure.

Acquire both financial and human resources through grants, contracts, fee-for-service, and gifts to support the development and delivery of programming.

Develop, implement, and maintain an in-depth evaluation system to measure the outcomes and impacts of programs.

Provide program leadership for the management and support to the adult volunteer systems, including recruiting, screening, training, supervising, guiding and advising, experiential learning, evaluating, and public recognition of volunteer leaders.

Maintain current knowledge of issues, best practices, and evidenced-based programs in positive youth development, family, adult education, and volunteer development to ensure that program outreach effectively includes diverse and under served communities and meets the needs in the region.

Evaluate the needs of the community, and develop curriculum and outreach programs to meet those needs.

Ensure that program outreach effectively includes diverse and underserved individuals that are representative of the community.

Collaborate with other Extension faculty and staff on program initiatives that affect youth, including the Supplemental Nutrition Assistance Program (SNAP-Ed), Master Gardeners, Childhood Obesity, Strengthening Families, Agriculture and Natural Resources, Community Economic Development and other programs.

While maintaining traditional clubs, identify opportunities for 4-H school enrichment, short term projects, focused youth education, and community-based organizations. Particular emphasis will be on expanding youth participation in Science, Technology, Engineering, and Math (STEM), citizenship, and healthy living programs.

Oversee the development and utilization of appropriate social media, mainstream media, and marketing tools and resources to promote and advertise the 4-H Positive Youth Development Program.

Build and maintain cooperative, respectful, trusted, collaborative working relationships with county partners and stakeholders and statewide Extension faculty and staff in an environment that fosters diversity, collegiality and the ability to work in a multi-cultural setting.

Provide research- and outcome-based programming designed to improve the quality of life of youth, meaningful evaluation, and in-depth reporting that leads to peer-reviewed scholarly activities that contribute to county, state and national priorities.

Produce scholarly activities that include refereed journal articles, Extension publications, and creative products and media.

Lead and support diversity and social justice initiatives; monitor program activities to ensure program outreach effectively includes diverse and underserved communities; and provide leadership for local civil rights compliance.

Provide leadership for fiscal and budget management, and monitor accounts to avoid over-spending.

Maintain and build upon a working relationship with the local government and partners to provide programs that are aligned with programmatic needs.

Assess, build, conduct, and evaluate innovative outreach programs that demonstrate enhanced leadership skills, positive self-esteem, effective communication skills, sound decision-making ability, and other life skills in program participants that also lead to measurable outcomes and impacts that can be captured in peer-reviewed scholarship for advancement in rank and tenure.

Supervise and support paraprofessional Extension Coordinators and program staff to ensure program delivery aligns with the State 4-H Positive Youth Development Program Policies and Procedures.

Maintain ongoing communication with the State 4-H Associate Director and Youth and Families Program Unit Director.

Provide program leadership for the management and support to the adult volunteer systems, including recruiting, screening, training, supervising, guiding and advising, experiential learning, evaluating, and public recognition of volunteer leaders.

LINE OF RESPONSIBILITY

This WSU faculty member is responsible to the WSU Youth and Families Program Unit Director, with programmatic accountability to the 4-H Youth Development Associate Director. This position works collaboratively with the WSU Extension Snohomish County Director. This position works as a member of a multi-disciplinary team of Extension educators and support staff in other county Extension offices, the State 4-H office, as well as department-based Extension Specialists and Researchers.

EXPECTATIONS

All Extension employees working with youth must be screened. Employment is contingent upon a successful Washington State Patrol and national background check.

Ability to travel year-round using own reliable transportation (mileage reimbursed) is required. Evening and weekend work is required. The successful candidate must possess a valid driver’s license. Current automobile liability insurance (meeting the requirements described in RCW 46.30.020, and RCW 46.09.090) while using a private vehicle for official business is required.

Extension faculty members are hired into the organization, not into a specific geographical location. It is possible that future circumstances may require relocation.

Understand and carry out the principles and specific requirements of the Civil Rights Act of 1964, the Americans with Disabilities Act, the Affirmative Action Plan, and all pertinent rules and regulations.

Earned Master’s degree in social sciences, human development, youth development, guidance and counseling, leadership development, volunteerism, education, or an appropriate field of study at the time of application.

Two years of experience working effectively with both adults and youth developing, delivering, and managing programs for youth.

Documented experience in volunteer management i.e., recruitment, placement, education, recognition, conflict resolution, and retention.

Preferred Qualifications

Ph.D. in social sciences, human development, youth development, guidance and counseling, leadership development, volunteerism, education, or closely related discipline.

Demonstrated record of achievement in scholarship that disseminates innovative approaches and methods in measurable program impacts.

Demonstrated record of extramural fund development, including the ability to write successful grant proposals that broker resources for program needs, and managing grant awards.

Demonstrated ability to communicate ideas effectively through written, verbal, and technology communication skills when relating to a variety of audiences, such as elected officials, staff, volunteers, media, and agency administrators/representatives.

Demonstrated ability to use current computer technology and distance-bridging technologies to expand learning opportunities. Competency in using electronic outreach methods and equipment for extension and daily work activities.

Experience in leadership; conflict resolution; group facilitation; and the development, delivery, and evaluation of youth development programs.

Experience in budgeting, financial planning, personnel management, strategic planning and critical decision-making.

Demonstrated ability in conducting applied research involving positive youth development or volunteerism.

Proven experience with, and understanding of, 4-H delivery methods, including an understanding of youth and adult learning theory and experiential education.

Demonstrated ability and flexibility in exercising both leadership and team membership roles.

Demonstrated ability to conduct informal and formal program need/opportunity assessments.

Language skills in non-English languages used in the counties (e.g., Spanish, Russian, etc.).

Capacity and willingness to engage diverse constituents from varying socioeconomic and ethnic groups in education programs. Demonstrated cultural competency skills and a commitment to expanding and fostering diversity in program reach for positive youth development.

Knowledge and understanding of the U.S. Land Grant University system; Extension philosophy and mission; and 4-H Positive Youth Development issues, and the latest applicable youth development research.
