PROGRAM DESCRIPTION: The Finance Division has direct responsibility to act as stewards of the department’s financial integrity and credibility. Within the Finance Division, the Payroll Unit provides service to over 2,500 employees across the state in over forty agencies. Our clients are our number one priority and we take pride in providing expert payroll knowledge and services to all of the employees we support. Activities include payroll processing, employee benefit administration, time and leave reporting, IRS tax reporting, development and oversight of agency payroll policies, and payroll analysis.

DUTIES:
This position is assigned as the Finance Division’s Payroll Manager, and serves as a primary financial advisor to the Chief Financial Officer and the Accounting Services Manager. The incumbent will manage professional level staff in the field of General Accounting, Payroll and the statewide payroll system. Responsibilities include management and supervision of staff performing review and analysis of fiscal data, payroll and payroll reconciliations for all agency programs.

Primary duties include, but are not limited to:
Performs risk analysis of processes and procedures, provides critical and strategic counsel on payroll system improvements and establishes internal controls.

Develops policies and procedures for accounts payable processes.

Trains and develops Finance staff to understand financial rules and policies, including Generally Accepted Accounting Principles (GAAP), Office of Financial Management (OFM) policies, IRS regulations, DRS Guidelines, collective bargaining agreements and agency policies.

Monitors payroll and accounting activities, analyzes and evaluates potential problems; establishes and implements internal controls to ensure that funds are properly accounted for and safeguarded.

Verifies and ensures accuracy of payroll records.

Establishes all Position Description Forms (PDFs) and Performance Development Plans (PDPs) for employees.

Recommends hiring and disciplinary actions, conducts performance evaluations and is responsible for performance management.

Approves leave, schedules and provides daily direction and develops staffing plans.

Oversees preparation of and analyzes financial and management reports.

Work Environment

This position works in a standard office environment. Occasional travel is required. The typical work schedule is Monday – Friday, 40 hours per week. This position is overtime exempt and will be required to work additional unscheduled hours to meet business needs.

QUALIFICATIONS:
REQUIRED:
A Bachelor’s degree* which includes 18 quarter or 12 semester hours in accounting, auditing or budgeting.

AND

Five (5) years of progressively responsible experience in applying Generally Accepted Accounting Principles (GAAP), handling general ledger accounting and payroll.

AND

Three (3) years of experience supervising professional accounting staff.

  • Experience may substitute for education, but not for the credit hours.

DESIRED:
Expert Knowledge of payroll processes and IRS regulations.

Knowledge of OFM policies and procedures (SAAM).

Experience using AFRS and Enterprise Reporting.
