IAM Specialist

The CSIR has a vacancy for an IAM Specialist in the Strategic Infrastructure Management (SIM) programme within the FBI impact group of the Smart Places cluster. The purpose of this position is to apply technical acumen and/or appropriate project management expertise to achieve programme goals. This position is based in Pretoria.


About SIM programme:

A key function of the Strategic Infrastructure Management Programme is to provide decision making support to infrastructure – delivery departments in order to improve the efficiency and effectiveness of their immovable assets as required by the Government Immovable Asset Management Act, (Act No. 19 of 2007), the Public Finance Management Act (Act No.1 of 1999 as amended) and related policy and legislation.

Key responsibilities:

  • Provide support to the Programme Manager and/or relevant Technical Domain Manager in management of projects, and the identification, integration and optimisation of suitable development/enhancement opportunities gained with relevant infrastructure products and offerings;
  • Carry out relevant research, development and innovation of offerings as required;
  • Play a leading role in the preparation of technical proposals as appropriate (inclusive of financial component);
  • Provide user requirement specifications for software development and upgrades to the SIM product offerings as relevant;
  • Develop technical training material and conduct/facilitate technical training courses as and when appropriate;
  • Conduct/facilitate relevant technical training/skills transfer courses;
  • Train and support performance assessors (professional service providers and/or clients) as appropriately required;
  • Develop and implement processes and systems for the efficient management of relevant work;
  • Lead and conduct technical condition assessments as appropriately required;
  • Ensure quality of technical delivery for relevant infrastructure products and offerings;
  • Establish and maintain measures of effectiveness for the technical/project management related work;
  • Prepare and implement immovable asset management plans as relevant;
  • Provide support to the Programme Manager with project management related work in the form of initiation, preparation, planning, execution, control and close-out of Infrastructure management related work, including managing the financial aspects and interface with other internal/external professional services;
  • Provide support and guidance to custodian and user departments in the implementation of Immovable Asset Management Plans in line with the requirements of GIAMA as appropriately required;
  • Direct, coach and supervise junior staff in the technical execution/implementation of relevant infrastructure products and offerings;
  • Conduct quality audits on assessor work and propose mitigation actions on performance assessment activities.

  • Qualifications, skills and experience:

  • A Bachelor’s degree in built environment (Engineering/ Architectural/ Quantity Surveying/ Civil Engineering) with at least eight years’ experience in infrastructure environment and at least five years in the application of condition assessments, preferably in the government sector;
  • Three years’ experience as a Project Manager/Project Lead in the built environment area of application, within multi-disciplinary industry and in the government sector;
  • A qualification/ course in Project Management with preference to CAPM, Prince 2, and Energy Management (ISO50001) or RECP will be an added advantage;
  • Experience and sound knowledge of Infrastructure Performance Assessments;
  • Experience or knowledge of Energy Management System (ISO 50001) or RECP;
  • Experience or knowledge in GIS;
  • Must be registered with the relevant professional body;
  • Knowledge of GIAMA, GRAP, PFMA;
  • Good interpersonal and stakeholder-liaison skills;
  • Excellent communication and presentation skills (verbal and written);
  • Numerical and financial acumen skills;
  • Excellent team player;
  • Attention to detail, initiative and self-motivated;
  • Extensive report writing skills and strong work ethics;
  • Willingness to travel.
