This position is being filled under the Pathways Recent Graduate Program. Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs.WHO MAY APPLY:

  • Recent (within 2 years) graduates of an ABET-accredited Engineering degree program; or
  • Current students who will receive a Bachelor’s (or higher) degree in Engineering by May 30, 2017; or
  • Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion.

Selected applicants are placed in a one-year excepted service, career developmental program which may include specialized training, rotational assignments, and other developmental activities. Participants who successfully complete the program may be converted to a competitive serviceterm or permanent position. To be eligible for conversion to a permanent or term position, Recent Graduates must:

1) Have successfully completed at least 1-year of continuous service in addition to all requirements of the Program;

2) Demonstrate successful job performance consistent with the performance appraisal program that results in a rating of record of at least fully Successful or equivalent and a recommendation for conversion by the first level supervisor;

3) Meet the Office of Personnel Management’s qualifications for the competitive position to which the Recent Graduate will be converted.

For more information on the “Who may apply” eligibility requirements, please refer to the OHRM Status Candidates and Other Candidate Definitions document.Edith Nourse Rogers Memorial Hospital is seeking entry-level Engineers under the Pathways Recent Graduate program.This is a developmental position with the potential to be promoted to the full performance level at the GS-11.Incumbent works under closer supervision and works in a developmental capacity performing assignments and completing training, both of which are aimed in preparing the incumbent to gain the knowledge and skills necessary to perform the duties outlined in the job description. The incumbent receives progressively more responsible assignments as experience and training are received to the next higher level position.The duties of the full performance position include but are not limited to:

  • provides professional engineering services (including design calculations) related to the layout, design, development, and completion of construction projects, and non-recurring maintenance projects;
  • conducts continual program reviews and makes recommendations to the Chief, Engineering Service for improvements and modifications;
  • serves as a resource of engineering theories and applications for other staff;
  • is responsible for inspection of projects during construction, preparing necessary reports, checking blueprints and specifications, and for taking corrective action as indicated;
  • prepares contract drawings, sketches and as-built drawings in AutoCAD;
  • ensures that all standards and regulations are followed in the designs as well as assuring the competency of the design;
  • reviews and approves/disapproves material and equipment submittals;
  • prepares necessary documents for progress reports, partial payments, change orders, etc.; and
  • acts as liaison with architects/engineers, supervising the design process which includes coordinating work between hospital personnel and design firms.

To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.-OR-B. Combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure — Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board’s eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test — Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professionalregistration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.3. Specified academic courses — Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.4. Related curriculum — Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
