FINANCIAL ANALYST

The Department of Economic Security, Division of Developmental Disabilities is seeking an experienced and highly motivated individual to join our team as a Financial Analyst. Under general direction of the Business Operations Lead, the Financial Analyst will perform detailed fiscal and budget analysis for their assigned areas and serves as a single point of contact for all assigned areas providing guidance and customer support.

Job Duties:

  • Serves as a single point of contact for all assigned areas providing guidance and customer support; attends formal and informal meetings to ensure proper knowledge of assigned programs and adequate communication with programmatic personnel; prepares appropriate materials for those meetings
  • Researches and analyzes expenditure and revenue trends for the purpose of reporting fiscal position, prepares external and internal reports, and prepares forecasts
  • Develops and maintains fiscal summary information/resource information for assigned areas including data such as case load statistical, historical funding patterns, fund sources, etc.; prepares in-depth cost-benefit analyses, break even analyses, etc.
  • Identifies, researches, reviews, analyzes, and establishes possible impacts of proposed/pending Federal and State legislation, policy changes, or funding modifications for assigned areas
  • Knowledge, Skills & Abilities (KSAs):

  • Knowledge of Governmental accounting and fiscal principles
  • Knowledge of Budget process
  • Knowledge of Principles and practices of administration with special reference to organization, fiscal management and budgetary control
  • Knowledge of statistical analysis and history
  • Knowledge of report writing techniques
  • Knowledge of office practices and procedures
  • Skills in oral and written communication
  • Skills in initiating expenditure corrections, journal vouchers, cash receipts with the state’s and the agency’s automated systems
  • Skills in analysis and interpretation of financial data
  • Ability to do difficult analytic work
  • Ability to monitor appropriations, revenues and expenditures
  • Ability to schedule and prioritize assignments, prepare and review federal report for grants applicable to assigned programs
  • Ability to use computer programs and software
  • Selective Preference(s):

  • The ideal candidate will possess Bachelor’s degree in Accounting, Finance, Economics, or Business Administration with a specialty in Accounting, Finance or Economics from an accredited college or university; OR a Master’s degree in Business Administration, Public Administration, or related field such as Accounting, Finance or Economics from an accredited college or university; OR two (2) years of complex administrative work experience in budget preparation, analysis, and control, funding, financial reporting or related specialties.
