1.0 ACCOUNTABILITY

The Chief Financial Officer (CFO) is accountable to the Chief Executive Officer (CEO) and Board of Directors of the Coega Development Corporation (CDC).

MANDATE

The CFO is mandated by the Board of Directors to take responsibility for the development, strategic management and implementation of all aspects of Finance of the CDC.

RESPONSIBILITIES AND OBLIGATIONS

The primary objective of the CFO is to market and promote the vision, mission, values and the strategic objectives of the CDC. The Chief Financial Officer position is accountable for the administrative, financial, and risk management operations of the CDC, including the development of a financial and operational strategy, metrics tied to the business strategy, and the ongoing development and monitoring of control systems designed to preserve company assets and report accurate financial results.
In pursuance of this primary objective, the CFO is required to ensure effective strategic financial management and control by ensuring the following:

  • To effectively manage and direct the Finance Business Unit of the CDC;
  • Develop and implement the CDC’s financial and tax strategies;
  • Forecast the short and long term financial needs of the CDC;
  • Oversee and control the budgeting process;
  • Sound financial reporting to CDC management and Board, external stakeholders including the shareholders, rating agencies and other relevant authorities;
  • Financial compliance with the Companies and PFMA Acts and continuously ensure that the organisation complies with all legal and regulatory requirements;
  • Strategic financial planning including capital/loan structure optimization;
  • Participate in strategic decision making and formulation of the CDC’s future direction and supporting tactical initiatives as a member of the executive management team;
  • Implement operational best practices and oversee the CDC’s transaction processing systems;
  • Develop performance measures that support the organisations’ strategic direction and performance objectives;
  • Oversee and regulate the issuance of financial information;
  • Understand and manage key aspects of the organisations’ risk profile, including reporting all risk issues to the Audit and Risk Committee (ARC) and Board of Directors;
  • Construct and maintain reliable control systems and monitor effectiveness thereof;
  • Ensure that record keeping meets the requirements of auditors and government agencies;
  • Preserve relations with external auditors and investigate their findings and recommendations;
  • Invest funds wisely and strategically to maximize yields and returns for the organisation;
  • Manage and maintain in-depth relations with third parties including banks, investors, and other fiduciary institutions;
  • Inform the organisation of all tax matters which may affect it, such as the annual budget update;
  • Provide support to other divisions on request, e.g. staff benefit arrangements, evaluation of non standard investment opportunities, including acquisitions and mergers, insurance, lending etc.;
  • Evaluate and arrange strategic investments, e.g. strategic alliances.
  • Furthermore, you are to ensure that:

  • You are aware of and have access to the CDC’s SHEMS;
  • You are aware of your responsibilities and duties as laid out in the CDC’s SHEMS;
  • You are aware that you work in a safe and environmentally friendly manner;
  • You ensure that the company’s housekeeping standards are maintained throughout your area of responsibility;
  • You report any unsafe conditions or acts which you cannot rectify yourself to your SHE representative or to the Senior SHE Project Manager as soon as possible;
  • You report all SHE incidents which occur within your area of responsibility promptly and in the correct format;
  • You are totally familiar with your responsibilities in terms of the CDC’s emergency plan;
  • You communicate to the Senior SHE Project Manager any required changes to the SHEMS prior to implementing these changes;
  • You timeously complete and correctly record any corrective action which needs to be taken in order to rectify a SHE matter;
  • You give full co-operation to, and participate in (as required), the CDC’s internal and external SHEMS audits.
  • You have the authority to:

  • Immediately stop any person(s) on CDC property from committing an unsafe or destructive act or omission;
  • Take whatever immediate steps you deem necessary to prevent injury or environmental damage when confronted with an unsafe or destructive condition.

    REQUIREMENTS

  • A BComm degree in Accounting;
  • Master’s degree in Accounting or Business Administration will be advantageous;
  • A CA (SA) and up-to-date professional registration with SAICA;
  • Preference will be given to candidates with an MBA in Finance;
  • 10+ years of Strategic and Operational Financial Management experience;
  • Solid knowledge of legislation including the PFMA and Treasury Regulations;
  • Should have experience in collaborating with an executive team, and have a high level of written and oral communication skills;
  • Strong interpersonal skills with the ability to communicate and manage well across all levels of the organisation, including staff in satellite and remote locations;
  • Strong problem solving in a dynamic operating environment, creative skills, and the ability to exercise sound judgment and make decisions based on accurate and timely analysis;
  • High level of integrity and dependability with a strong sense of urgency and results-orientation;
  • Preparedness to travel regularly to the organization`s satellite offices to execute the business strategy of the CDC.
