GENERAL DESCRIPTION:
This is a mid-level law enforcement position involving duties pursuant to Florida Statutes 24.108. The incumbent assigned to this position conducts criminal, internal, intelligence and other types of investigations, as well as providing some training to lower level agents, in support of the Florida Lottery.

ESSENTIAL DUTIES: (Note: The omission of specific statements does not prevent management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)

General Investigations – Investigates violations of the Florida Public Education Lottery Act and other criminal laws; collects evidence; prepares investigative reports; prepares and executes warrants; makes arrests; and performs other actions necessary to bring these investigations to a logical conclusion. Works with department staff, federal/state/county/municipal law enforcement agencies and representatives to conduct cooperative investigations. Receives reports and opens cases of stolen ticket incidents from retailers, district offices and coordinates with other law enforcement agencies for possible resolution.

Background Investigations – Conducts background investigations on employment applicants, employees, vendors and retailers applying for, or connected with the Florida Lottery. Conducts intelligence investigations in order to gather information relative to maintaining the integrity and security of Florida Lottery operation. Works with department staff, federal/state/county/municipal law enforcement agencies and representatives to conduct cooperative investigations.

Gives testimony in courts of law pertaining to investigations regarding evidence obtained, as necessary.

Draw Management Duties – Upon assignment, is required to perform supervisory duties for the on-line drawings at the draw studio.

Attendance is an essential function of the position.

Mutual Aid Assignment – Pursuant to F. S. 23.121, the incumbent will respond to and participate in the Florida Mutual Aid program in a law enforcement capacity to assist other government or local agencies as specified by Mutual Aid agreements.

Facility Security Support – Provides security support and works in conjunction with Security Officers to provide physical security at Headquarters, and other building facilities as necessary.

Special Events – Provides Security support at Special Events and various promotional events as necessary or requested.

Ticket Testing – May be required to perform ticket security testing to ensure Florida minimum security standards for Lottery ticket security are met.

Escort Service – May provide security escort service to specified or designated winners within the headquarters building during the winner validation process.

Training – Attends and completes 40 hours, every four (4) years, of training courses for mandatory retraining necessary to maintain certification as an active law enforcement officer.

Conducts internal investigations concerning allegations and complaints made against Florida Lottery employees, vendors, contractors and retailers.

Field Training Officer – As an experienced agent, the incumbent shall provide field training experience to lower level Lottery agents in the essential of their position.

Instructor Duties – May be required to perform instructor duties as training is received in specialized or high liability fields, such as firearms, defensive tactics, etc.

Case Agent Duties – As an experienced agent, performs the role of lead agent in cases where multiple agents are assigned or for investigations conducted in conjunction with other agencies. Responsible for coordination of case activities and documentation by all parties.

On-line Games Management – May be required to facilitate ball replacement per schedule for on-line game drawings. Provides input regarding design and production of new draw machines. Updates on-line games draw procedures as necessary.

Evidence Control – Responsible for supervising the chain of custody relating to property and evidence. Receives, logs, packages, stores, inventories, issues and assists in the release or disposal of adjudicated materials. Releases, documents and issues evidence for the purpose of performing laboratory tests or providing testimony in court. Stores evidence in conjunction with law enforcement investigations and prosecutions, including related work as required.

Forensic Assistant/Technician Duties – Under the supervision of a qualified examined/analyst, may be required to assist with the basic functions of the forensic section including but not limited to: preparing reagents, cleaning glassware and equipment, ordering supplies, preparing exhibits for examination and performing analytical techniques or evidence.

Performs other related duties as appropriate or assigned by management.

MINIMUM QUALIFICATIONS:
Five (5) years of sworn law enforcement or sworn investigative experience.

Course work at an accredited college or university in criminology or law enforcement may be substituted for experience at the rate of thirty (30) semester or forty-five (45) quarter hours on a year for year basis. A maximum of four (4) years of college course work may be substituted for the required work experience.

Nonsworn investigative experience in accounting, auditing, finance, or technical communications can also be substituted for the experience described above on a year for year basis.

Additionally, any person employed in this class must show evidence of complying with the provisions of Chapter 943, Florida Statutes, as follows:

Is at least 19 years of age.

Is a United States citizen.

Has a high school diploma or its equivalent as the term may be determined by the Criminal Justice Standards and Training Commission within the Department of Law Enforcement.

Has not, at any time, been convicted (adjudicated guilty) of any felony; has not been convicted (adjudicated guilty) of a misdemeanor involving perjury or a false statement.

Has not, after July 1, 1981, pled guilty or nolo contendere to, or been found guilty of, any felony (regardless of suspended sentence or withheld adjudication); has not, after July 1, 1981, pled guilty or nolo contendere to, or been found guilty of, a misdemeanor involving perjury or a false statement (regardless of suspended sentence or withheld adjudication).

Was not dishonorably discharged from any of the U.S. Armed Forces.

Has processed fingerprints on file with the Department of the Lottery.

Has passed a physical examination by a licensed physician, based on specifications established by the Criminal Justice Standards and Training Commission.

Has a good moral character as determined by a background investigation which included the analysis of a urine sample furnished by the applicant for evidence of controlled substances as specified in Rule 11B-27.0022, Florida Administrative Code.

Has executed and submitted an Affidavit of Applicant Form.

Has completed a basic recruit course of training established by the Criminal Justice Standards and Training Commission in accordance with Florida Law or be exempt under Chapter 943, Florida Statutes.

Has achieved an acceptable score on the officer certification examination.

Complies with the continuing training or education requirements of Chapter 943, Florida Statutes.

Special Notes:
An employee assigned to this position must qualify on a continuing basis with a department issued weapon. Qualification for proficiency must conform to the standards established by the Division of Security, Florida Department of the Lottery.

An employee assigned to this position must have vision correctable to 20/30 or better.

An employee to this class may be required to undergo sporadic drug screening tests, either as part of the random testing of all Division of Security employees, or at the specific direction of the Division Director when there is reasonable suspicion that drug abuse may be occurring by the employee. A positive test result may be reason for immediate dismissal from employment.

Applicants may be required to submit proof of educational attainment to confirm eligibility for employment consideration or appointment to positions allocated to this class.

OTHER JOB-RELATED REQUIREMENTS FOR THIS POSITION:
Successful passing of a criminal background check (state, local, and national) is required).

May be required to have a National Security clearance.
