Senior Vice President / Chief Financial Officer

BASIC FUNCTION:
Reporting to the President and CEO, the CFO is a key strategic leader and business partner responsible for advancing the agency’s growth, financial management and internal operational strategy. The CFO is responsible for overseeing the financial services and accounting, information services, human resources, and facilities management functions of Buckner International and its subsidiary and affiliate corporations in accordance with financial management techniques and practices appropriate for the organization. Serve as principal fiscal officer regarding receipt, custody, and disbursement of funds for the Buckner Corporations. Serve as a member of the Executive Leadership Team for the organization. Advise management on budgetary and systems issues; oversee all tax requirements. Lead and direct the annual budgeting process and the ongoing management of all budgets for the organization. Oversee and direct information services and facilities initiatives for the organization including capital expenditures.

RESPONSIBILITIES/TASKS:

Ensure execution of plans, policies, and budgets approved by the Board of Trustees/Directors for all Buckner corporations.

Lead the overall administration of Buckner International to include information services, the office of Controller, the internal audit function, human resources, and facilities.

Manage all financial resources systems, including, but not limited to, receipt, custody, and disbursement of funds. Oversee management of all financial transactions.

Oversee and ensure compliance with all tax laws and generally accepted accounting practices for non-profit organizations. Oversee and ensure staff compliance with all laws, tax and regulatory requirements.

Plan, develop, organize, implement, direct and evaluate the organization’s fiscal function and performance.

Participate in the development of the corporation’s plans and programs as a strategic partner and Executive Leadership Team member. Actively participate in the development and implementation of Company policies and procedures; conduct regular audits in alignment with business goals and objectives.

Evaluate and advise on the impact of long range planning, introduction of new programs/strategies and regulatory action.

Lead preparation of annual operating and capital budgets by coordinating with appropriate senior leaders.

Provide timely and accurate analysis of budgets, financial reports and financial trends; provide financial leadership and consultation to the President and CEO and other senior executives in performing their responsibilities. Manage budgets within approved guidelines; monitor and appropriately control financial expenses.

Provide analysis of information management needs; recommend, develop, and implement systems to capture, report and retain information required for the organization and in accordance with established guidelines.

Oversee operational management of payroll pay data collection, pay check processing and distribution, and tax reporting and payments. Coordinate with the Chief People Officer and Human Resources to develop, implement and administer payroll policies, procedures, guidelines, and practices. Assist to monitor staff compliance with company policies, procedures, guidelines, and practices, and ensure that regulatory requirements occur accurately and timely.

Oversee and monitor Buckner’s endowment and investment assets in accordance with investment policy, coordination with investment managers, and provides information to management and board of trustees.

Attend and participate in Board of Trustee meetings; make presentations regarding the financial state of the organization; coordinate various correspondence with Trustees; and facilitate Trustee Committee meetings for Finance Committee and Investment Committee as required.

Optimize the handling of bank and deposit relationships and initiate appropriate strategies to enhance cash position. Forecast cash requirements for the organization and provide detailed information to senior management. Develop a reliable cash flow projection process and reporting mechanism which includes minimum cash threshold to meet operating needs.

Participate and coordinate with Buckner Retirement Services executive group for feasibility and financing of new projects.

Oversee accounting and compliance of tax exempt bond financing requirements and continuing disclosure.

Coordinate, evaluate and monitor all debt and borrowing requirements for the Buckner system including future and current debt.

Oversee and direct annual audit process including coordinating with the external audit firm executive staff and the Board Trustees’ Finance Committee.

Oversee and direct annual Form 990 tax preparation process coordinating review and approval with the Board of Trustees’ Finance Committee.

Coordinate with the Chief People Officer and Human Resources to design, implement, and administer employee group benefit programs; negotiate fixed and variable costs with vendors; select and manage vendors.

Lead strategic planning and direction for information technology, finance, accounting and real estate for all corporations; evaluate results, identify opportunities; initiate improvement, and measure performance against objectives.

Oversee and direct the leadership and management of information services functions to ensure optimum systems and technical support is available to the organization.

Develop strategies and evaluate growth opportunities, expansion projects, and capital improvements; make recommendations and provide analysis and guidance to senior management regarding these opportunities.

Monitor trends and changes in financial and information technology services, practices and legislation on the state and federal level. Advise senior management on finance and information technology directions and changes that effect the organization. Advise senior management on business opportunities and changes within other similar organizations nationwide. Lead the initiative to maintain state-of-the-art programs and systems in accordance with the organizations budgetary goals.

Advise senior management in assessing financial and information technology risks and opportunities for new programs and assist to identify improvement options for current programs.

Continually improve the budget process through education of managers on financial issues that impact their budgets.

Provide strategic financial input and leadership on decision making issues affecting the organization. Provide technical financial advice and knowledge to others within the financial discipline.

Enhance and/or develop, implement and enforce policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the organization.

Establish credibility throughout the organization and with the Board as an effective developer of solutions to business challenges.

Advise the President and other senior managers from a financial perspective on any contracts into which the organization may enter.

Evaluate, direct and maintain all property casualty and liability insurance programs, including, but not limited to, policies, procurement, payments and vendor management.

Coordinate management of all Buckner assets through the President and CEO.

Coordinate with the Chief Development Officer to accurately monitor incoming donations, accounting of donations and disbursement of money in accordance with policies, procedures and regulatory requirements.

Establish and maintain effective relationships with facility Administrators and Executive Directors; ensure needs relating to accounting, budgets, information technology and systems are met in accordance with the organization’s budgetary goals.

Maintain accurate business records including all financial transactions, collection of accounts receivable, and accounts payable.

Supervise, monitor, evaluate and provide direction to direct reports. Provide professional growth and development; develop and communicate annual goals and objectives; monitor and provide constructive feedback; conduct annual performance evaluations.

Source, hire, supervise, monitor, evaluate and provide direction to direct reports, as needed.

Cultivate and monitor relationships with outside service providers, consultants, agencies and organizations, including, but not limited to banking and financial institutions, accounting firms, insurance firms, investment money managers, and other entities to develop relationships to enhance the quality and efficiency of the financial and information services functions within the organization.

Oversee and provide financial training and professional development as required.

Maintain compliance with all Buckner policies, procedures and requirements. Maintain compliance with all state and federal laws and regulatory requirements.

Conduct staff meetings regularly; attend and participate in staff meetings and training as required.

Develop emerging leadership through professional growth and development.

Work successfully as a part of a team and responsible for developing then maintaining strong working relationships with co-workers.

Travel as needed to monitor, assess and help develop programs.

Perform general office tasks as required, including, but not limited to, reading and responding to mail, answering phones and returning phone calls.

Perform special assignments, projects, and other duties as required.

POSITION EXPERIENCE and ABILITIES:
NOTE: These requirements represent minimum levels in order to perform the job on a satisfactory basis. Candidates must have the ability to satisfactorily perform the essential functions of the job.

Requires in-depth understanding of a comprehensive field of knowledge. Involves ability to define problems, draw conclusions and make decisions dealing with abstract variables. Knowledge normally associated with attainment of an advanced degree in accounting or finance plus extensive work experience in a related field. Bachelor’s Degree in accounting or finance required; Master’s Degree in accounting or finance preferred. CPA required. Requires a minimum of 20 years of progressive experience in financial business management as a leader with a minimum of 10 years as a senior level financial executive. Prior experience in financial management of a non-profit organization preferred.

Prior related experience in organizations that encompass multiple subsidiary corporations and an overall budget of $100 million plus where the program complexity resulted in more diverse financing and revenue sources (such as local, state, and national government funders, and earned income as well as more traditional foundation grants and individual donors).

Requires proficient working knowledge and ability to manage automated accounting systems, including the ability to plan, administer, and report budgets and other required financial documentation. Prior experience using Financial Edge preferred.

Requires proficient working knowledge and understanding of both domestic and international general business matters including budget development and management, financial reporting, GAAP, cash management, financial nonprofit laws and regulations, business taxes, banking and debit financing instruments.

Knowledge of computer systems, including experience with system selection, new system implementation and project management. Strong technology and computer skills required.

Knowledge of real estate purchase and sales as well as new construction and existing facility management. Current real estate license preferred.

Knowledge and experience of construction bonds including deal structuring, reporting, and compliance.

Requires proficient ability to speak, read and write English and a high comfort level with public speaking.

Requires ability to travel to various geographic locations, both domestic and international, and some overnight stays. Requires ability to obtain and maintain the necessary documentation to travel internationally.

Requires ability to drive assigned vehicle(s) or personal vehicle, with appropriate state license, following all laws applicable; must provide proof of liability insurance and must be eligible to be insured under Buckner’s insurance policy. Requires ability to rent vehicles both domestically and internationally using required documentation.

Requires sufficient good health to properly discharge duties. Employees shall not be permitted to work who have infectious disease or skin lesion for the duration of the communicability.
