Senior Middleware Engineer (IT Prof A, Exempt)

Department Overview:

The City of Seattle is seeking qualified candidates for the position of Senior Middleware Engineer in Seattle Information Technology (Seattle IT) for supporting the City’s Oracle enterprise applications.

Seattle IT provides technology leadership for the City enterprise, developing common standards, architectures, and business solutions; focused on developing scalable, sustainable solutions that enable departments to deliver City services more efficiently and effectively to constituents. Seattle IT harnesses the power of technology and telecommunications to facilitate City government serving Seattle’s residents and businesses. Seattle IT is responsible for Citywide technology governance, strategic planning and policy development, and programs that promote technology literacy and public access to government information.

The City’s consolidated IT operations is 700 strong providing professional technology services across City government and beyond. We are looking for a talented professional who has a passion for service, community, and technology to join our exciting team.

Position Overview:

This is a Senior Middleware Engineer position that requires a broad and deep spectrum of specialized information technology skills for planning, architecting and implementing highly available and complex middleware solutions. This position will be responsible for the overall technical architecture of middleware and Oracle Identity and Access Management environments as well as planning, designing and implementing standardized installation, configuration and maintenance of these environments, leading troubleshooting efforts involving very technical middleware problems, providing technical architecture thought leadership involving middleware, strategizing on operational and maintenance activities involving middleware activities to achieve higher operational efficiency.

This position shall also be responsible for architecting, designing, developing and implementing integration services as it relates to Oracle Identity and Access Management as well as SOA based solutions.

This position will report to a Middleware Manager.

Job Responsibilities:

  • Architect, design, Install and configure Oracle Fusion middleware technology stack including Weblogic , SOA, Oracle Identity & Access Management stack (OIM, OUD, OVD, OAM & Webgate).
  • Architect, design, develop and implement customizations to Oracle IAM stack including SOA based services.
  • Make recommendations and lead troubleshooting efforts involving highly technical problems that can span multiple tiers.
  • Provide technical vision, develop road maps, research and evaluate emerging middleware technologies/methods/techniques and recommend where these might be used to improve Seattle IT systems and technology infrastructure.
  • Ensure that the solutions engineered and implemented in the Web/Middleware technologies meet security and compliance requirements.
  • Participate in architecture, design, and development of applications built with the Middleware technologies, JEE, and web applications.
  • Establish and maintaining standards, policies, procedures, best practices for managing highly available and clustered middleware environments (installation, backup/ recovery, auditing, tuning, monitoring, security etc.). Continuously evaluate existing practices, procedures, tools and utilities and propose opportunities for improvements.
  • Collaborate with business community, enterprise architects, application architects and other members of the technical and non-technical staff to define technical requirements, including security, performance, quality, and operations requirements.
  • Provide production support and troubleshoot issues related to middleware technology stack (including standby or after hours 24 X 7 technical support for very critical and highly available middleware environments).

Education:

  • Bachelor’s degree in computer science, engineering, or related field; additional experience may be substituted for the degree.

Experience :

  • 2-3 years of progressive Oracle Fusion Middleware experience with a strong knowledge of Middleware Administration or Development skills
  • At least 2 years of experience as a technical architect designing, developing and implementing information systems that includes middleware components.
  • Working knowledge of F5 load balancers, firewalls, proxies, web services, LDAP, XML, JDBC and Active Directory.
  • At least 2 years of experience with middleware and application security including SSL.
  • At least 2 years of experience with Oracle Weblogic or equivalent middleware technology.
  • At least 2 years of experience tuning medium to large middleware platforms – Must Understand the myriad factors that can affect the performance of a system, including network, system architecture, middleware, servers, programming standards and the quality of the code.
  • At least 2 years of experience designing and implementing Unix shell scripts and SQL queries.

Desired Qualifications:

  • Knowledge of Oracle Identity and Access Management/SOA infrastructure Architecture; Experience with planning, installing and configuring Oracle Identity and Access management (OIM, OAM, OAAM, OUD, OVD etc.), SOA/OSB, and OBIEE.
  • Extensive experience with Java JEE, JMS and JDBC; experience architecting, designing, & developing custom web services.
  • In-depth understanding and knowledge of Identity and Access Management and SOA concepts, processes and general trends in the industry.
  • Experience with designing and implementing Identity & Access Management solution/SOA based solutions that involves integration with applications.
  • Familiarity and experience with Single Sign-on and Federation (Kerberos, SAML 2.0, ADFS, OAuth 2.0, OpenID Connect, etc.); Multi-factor Authentication (especially One-Time Password solutions and Certificates);
  • Knowledge of and experience with Service Oriented Architecture (SOA), Enterprise Service Bus(ESB), Messaging, HTML, UNIX Korn Shell, WLST, Python, ANT, XML, Advanced Queuing, JVM sizing, SOAP, WSDL, BPEL, WS Specifications.
  • Highly proficient in architecting, designing and implementing Weblogic server environments including failover and high availability architectures (Weblogic clustering).; Troubleshooting experience of a Weblogic server application in a J2EE context.
  • Experience with monitoring tools such as Oracle Enterprise Manager, SOA Management Packs, Identity Management Packs or scripts
  • Advanced knowledge of UNIX Shell scripts (preferably in Solaris or Linux).
  • Proven ability to take on additional responsibilities and gain expertise in new middleware technologies.
