      The Defense Contract Management Agency serves as the independent eyes and ears of the Department of Defense (DoD) and its partners, delivering actionable acquisition insight from the factory floor to the front line around the world. We are an independent combat support agency within the DoD. We are the Department’s contract manager, responsible for ensuring Federal acquisition programs, supplies, and services are delivered on time, within cost and meet performance requirements.

      About the Position:

      Defense Contract Management Agency uses the Expedited Hiring Authority to recruit and appoint qualified individuals directly into shortage category or critical need acquisition positions.

      Individuals in this four-year Emergency-Essential (deployable) status can expect repeated deployments to combat locations overseas in support of contingency operations as mission requirement are determined. These locations are typically in a designated combat zone. Generally, the deployed work locations have power, water, heating, and air conditioning, although outages should be expected. The living conditions will vary widely: ranging from having all basic amenities such as light, power, water, refrigeration, to not having one or more of these amenities.

      Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy.

      Selectees must pass a medical exam, which includes vaccinations (e.g. anthrax, smallpox and malaria).

      Physical demands during deployment include: Lifting a minimum of 45 pounds, ability to hear and wake up to warning alarms and hear instructions in the absence of visual cues, live in austere working and sleeping environments, and the ability to wear personal protective equipment, including protective masks, ballistic helmet, body armor, and chemical/biological protective garments.

      Responsibilities

      • Review contracts and technical data packages to identify the specification requirements which the contractor’s processes must meet.
      • Establish and maintain communication with contractor’s and functional managers to ensure understanding exists for acceptable quality evidence for performance.
      • Review and ensure flow-down of contract requirements to the contractor’s inspection system and/or quality management system to validate the processes for properly extracting and translating requirements.
      • Design, plan and implement an effective risk management program.
      • Perform evaluations of supplier quality systems.
      • Adjust surveillance frequency and/or intensity; and reassess assigned risk ratings as a result of analyzing data.
      • Responsible for performing pre-award surveys in conjunction with other functional specialists.

      • This is a Defense Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level II within 24 months of entrance on duty.

      • Two year trial/probationary period may be required.

      Qualifications
      In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

      Experience required
      : To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

      Specialized experience is defined as: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-09. Specialized experience is defined as: experience in a wide range of methods, principles, and practices directly related to the mechanical quality assurance including statistical analysis, sampling plans, continuous improvement tools and quality data analysis and evaluation in order to determine supplier compliance with the many associated aspects of quality control.

      Education can be substituted for experience.

      The employee will receive overtime pay or compensatory time off as established in 5 CFR 550.106

      Upon deployment will receive danger pay and foreign post differential as authorized for overseas location to which deployed Selectee will be assigned to EE position for period of four years; after which will be placed in a non-EE position.
