The Idaho Department of Health and Welfare, Division of Medicaid is announcing an opening for a Program Specialist – DHW in Medical Care Programs with an emphasis on Children’s Behavioral Health Services and the Idaho Behavioral Health Plan. This position is located in our central office in Boise.

Responsibilities:

  • Serve as subject matter expert on provisions of Medicaid behavioral health and medical services, the Idaho Behavioral Health Plan (IBHP), integrated care and department processes.
  • Provide customer service to members, subcontractors, other stakeholders in coordination with Medicaid staff.
  • Contribute to and help implement strategies to promote customer satisfaction with Medicaid services.
  • Analyze specific key indicators to identify patterns and trends as a component of the coordinated statewide monitoring plan.
  • Prepare progress reports of outcomes on specific initiatives to include case reviews.
  • Support the completion of portions of specific monthly monitoring/compliance/QA reports through established methodologies for monitoring activities, including direct observation, document and record reviews, interviews, unannounced inspections, and fact-finding.
  • Be familiar with and analyze current, proposed, amended, and new laws and regulations to assess program and/or rules impact.
  • Collaborate with program experts to determine intent and content of policy and application to specific case circumstances.
  • Complete accurate and timely analysis and apply state and federal policies and regulations.Provide consultation to managers on policy, process, and automated systems issues and program impacts.
  • Ability to communicate complex issues, policy, and procedures in understandable terms, both orally and in writing.
  • Collaborate with Medicaid management and statewide offices to help improve services, performance, training and support functions.
  • Analyze and summarize reports.
  • Respond to inquiries from field staff and other department units, state officials, and the public.
  • Work cooperatively with statewide and central office staff to develop, support, and implement strategies to improve performance.

Minimum Qualifications:

  • Experience developing, recommending, and evaluating operating procedures and recommending changes.
  • Experience developing technical written materials such as policies, technical manuals or rules/regulations.
  • Experience providing technical program assistance to staff.

Additional Qualifications: Are not required, however, having the minimum qualifications and the education and/or experience below will increase your score.

  • Current licensure as a mental health clinician in the State of Idaho (e.g., LPC, LCSW, LMSW, LCPC, LMFT), or eligibility for licensure within 90 days from the date of hire.
  • Experience working with managed care contractors. Typically gained by at least one year of professional experience working directly with a managed care contractor.
  • Experience or course work in data analytics. Typically gained by at least one year of professional experience with responsibilities for performing data analytics or college-level course work in the field of data analytics.
  • Good knowledge of social, psychological, or rehabilitative services, principles, and methods. Typically gained by a Bachelor’s Degree or higher in a behavioral/social science, social work, psychology, psychosocial rehabilitation, or closely related field.
  • Extensive background in mental health and good knowledge of behavioral health treatment approaches and stages of development. Typically gained by at least one year of experience working in a behavioral health field managing both internal and external individuals and/or groups.
