    This position is located in the Office of Field Policy and Management (FPM). FPM supports 55 Field Offices and provides organizational leadership to Regional and Field Office Directors. The Office develops mechanisms which ensure critical field program delivery issues are addressed; assess program impacts and customer service at the local level; and provide operational feedback designed to constructively influence program design and Departmental policy-making.

    Responsibilities

    The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

    • Represent the RA/DRA/FOD in communication and liaison activities with HUD clients, HUD program officials, local leaders, state legislators, representatives of industry, foundations, universities, public and private interest groups and the media.
    • Lead and conduct projects and studies that require analysis and evaluation of programs effectiveness, including recommending methods of improvement.
    • Research, analyze, evaluate, and report on system-generated data, narrative information, and statistical data, proposes solutions, and develops input for briefings, data-calls, meetings, community and demographic profiles, charts, and the like.
    • Research, analyze, and evaluate policies and regulations to resolve conflicts or other local challenges and customer service complaints, as well as to devise and propose creative, effective, and useful solutions to emerging issues.
    • Develop and maintain constructive relations with local congressional offices and local elected officials.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience: For the GS-13 , you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

    • Analyzing and evaluating the effectiveness of agency practices and making recommendations to better establish goals and objectives.; AND
    • Developing cost-benefit analysis of actions and making recommendations to management.; AND
    • Developing and implementing community-based education and service programs through customer needs analysis.; AND
    • Establishing and maintaining working relationships in designated communities with lead organizations and federal, state, and local agencies.; AND
    • Negotiating and mediating sensitive issues.

    Specialized Experience: For the GS-12 , you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

    • Experience working with a variety of community revitalization, housing redevelopment, economic development and community outreach initiative; AND
    • Creating community-based education and service programs through analysis of customer needs assessments; AND
    • Furthering internal and external collaboration efforts across program areas; AND
    • Analyzing and evaluating to identify and making recommendations to management to resolve issues/problems.

    Specialized Experience: For the GS-11 , you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes:

    • Experience working with a variety of community revitalization and housing redevelopment projects and initiatives; AND
    • Assessing community needs and making recommendations to management; AND
    • Analyzing and evaluating agency policy and programs and reporting results to management; AND
    • Establishing and maintaining working relationships with lead organizations

    OR

    Education:

    You may substitute education for general or specialized experience as follows: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.

    OR

    Combination:

    You may qualify by a combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

    CONDITIONS OF EMPLOYMENT:

    • A one year probationary period may be required.
    • Must successfully complete a background investigation.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency

    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    • Obtain and use a Government-issued charge card for business-related travel.

    HUD employees are prohibited under Section 7501.104, 5 Code of Federal Regulations from directly or indirectly owning, acquiring, or receiving:

    • Federal Housing Authority debentures or certificate of claim;
    • Financial interest in a project, including any single family dwelling or unit subsidized by HUD, or which is subject to a note or mortgage insured by HUD;
    • Section 8 subsidies to or on behalf of a tenant of property you, your spouse, or a dependent child owns.

    The following are exceptions to the Section 8 prohibition:

    • The employee, or the employee’s spouse or minor child acquires, without specific intent as through inheritance, a property in which a tenant receiving such a subsidy already resides;
    • The tenant receiving such a subsidy lived in the rental property before the employee worked for the Department;
    • The tenant receiving such a subsidy is a parent, child, grandchild, or sibling of the employee;
    • The employee’s, or the employee’s spouse or minor child’s, rental property has an incumbent tenant who has not previously received such a subsidy and becomes the beneficiary thereof; or
    • The location of the rental property is in a Presidentially declared emergency or natural disaster area and the employee receives prior written approval from an agency designee.
