In this position, you’ll work within administrative support capacity, by procuring essential goods and services, required by agency programs to provide essential public health functions and services. This is a full-time permanent position within the Office of Financial Services.

In the Office of Financial Services, we provide leadership and support for agency priorities and programs through quality financial and operational management including budgeting, contracting, grant management, fiscal monitoring, purchasing, and accounting services.
We ensure financial compliance with state and federal laws, regulations and reporting requirements in addition to performing agency-wide financial activities. What will you be doing? – Duties include:

  • Purchasing goods and services for three divisions of the DOH.
  • Receiving, reviewing and prioritizing procurement requests for the Office of the Secretary (OS) (except HTS), Environmental Public Health (EPH), Prevention and Community Health (PCH), DOH Registrations, and Correctional Industries Orders.
  • Working with all levels of agency staff and management in assisting with coordinating the development and implementation of the new process and all related documentation as they relate to the program as it is developed.
  • Purchasing orders with purchasing card.
  • Reconciling monthly credit card transactions against purchase requests and maintaining supporting documentation for end of the month submission to accounting for payment.
  • Maintaining Capital Assets Inventory Tag Log for Procurement unit.


What we’re looking for – Required Qualifications

  • Option 1: An Associate’s degree in Business/Public Administration, procurement, logistics, supply management, or a closely allied field; AND two (2) or more years of governmental purchasing/procurement experience (must be in a state, federal, city, county, tribal government or school district agency/organization), including experience in the following areas: purchasing of goods and services, purchasing equipment, inventory control.


OR

  • Option 2: Four (4) or more years of governmental purchasing/procurement experience (must be in a state, federal, city, county, tribal government or school district agency/organization), including experience in the following areas: purchasing of goods and services, Purchasing equipment, and Inventory control.


OR

  • Option 3: A Bachelor’s degree or higher in Business/Public Administration, procurement, logistics, supply management, or a closely allied field; AND one (1) or more years of governmental purchasing/procurement experience (must be in a state, federal, city, county, tribal government or school district agency/organization), including experience in the following areas: purchasing of goods and services, purchasing equipment, and inventory control.


AND

  • Demonstrated computer skills and experience in the following:

o MS Word to create, format, edit, preview, print, and save documents; use standard functions to select, edit, copy, paste, format, and spell check text; create bulleted and numbered lists, indent and align paragraphs, and use bordering and shading features.

o MS Excel to create, modify, print, and format spreadsheets, find and replace data, and work with basic formulas and functions; use templates, styles, AutoFormats, and multiple worksheets.

o MS Outlook to compose, send, and respond to e-mail and to coordinate schedules and schedule meetings.


SPECIAL NOTE:
DES Contracts/Procurement trainings must be completed within six (6) months of hire.


Preferred/Desired Qualification(s)

  • Four (4) or more years of purchasing/procurement experience in a Washington State Government Agency, to include experience in the following areas:

o Purchasing of goods and services
o Purchasing equipment
o Inventory control
o SAAM rules for asset control


Conditions of Employment/Working Conditions

  • Work indoors, at a desk/workstation the majority of a workday, in an open office environment with possible conversation and other noise distractions.
  • Work in a tobacco, drug, and alcohol-free environment.
  • Work Monday through Friday, 7:00 am – 3:30 pm.
  • Occasionally work in excess of 40 hours per week and/or to adjust normally scheduled hours, which may include evening and weekends.
  • Occasionally travel throughout the state (including rural areas) which may include overnight stays.
  • Legally operate a state or privately owned vehicle or provide alternative transportation.
  • Have high customer interactions.
  • Complete DES Contracts/Procurement trainings within six (6) months of hire.

This is a position covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
