Manager of Application Programming

Job Description Summary

The Manager of Application Programming oversees applications programming activities within the department. Manages work of employees engaged in developing, maintaining, and modifying programs and confirms quality standards of programming are being met. Verifies the accuracy of instructions given to computer programming staff from the user community. Annually reviews, computer programming staff. Annually participates in developing the financial budget for the department. Additionally reviews, analyzes, and modifies programming systems including encoding, testing, debugging and documenting programs.

This position has between 12-15 direct reports consisting of Web Based Programmers, System Based Programmers and a Systems Analyst.


Qualifications

  • Requires a Bachelor’s degree (BA/BS) in Information Systems, Computer Science, Business Administration, or seven to nine years of an equivalent combination of education and experience which has provided both theoretical and practical knowledge in the field.
  • Superior knowledge of operating systems, their respective control language and associated file structure and access,
  • Experience coding and have an in depth knowledge of C/C++, Dot Net, Pascal, and PHP
  • Knowledgeable of MS SQL and MySQL relational database management systems.
  • Experience with managing, supervising and providing technical leadership for applications programming staff.
  • Familiar with standard concepts, practices, and procedures within a particular field.
  • Extremely knowledgeable in application development tools.
  • Ability to rely on experience and judgment to plan and accomplish goals.
  • Able to communicate effectively with IT staff and the user community.
  • Experience with providing technical direction to the user community and programming staff.
  • Must be self-motivated requiring little supervision
  • An extensive degree of creativity and latitude is required.
  • Experience with Unix, Linux, Open VMS or COBOL is a plus
  • Verifiable, clean DMV record and the ability to travel to various locations throughout the U.S. up to 5% of time


Duties And Responsibilities


Management of staff & department

  • Monitoring programming staff in day to day activities, providing goals, critiquing work performed, and develops performance appraisals.
  • Assigns projects, oversees and guides the computer programming staff in day to day work flow and ensuring compliance with department guidelines.
  • Participates in developing departmental budgets.


Project Management

  • Work with end users to determine needs and project qualifications.
  • Provide accurate estimates on time requirements.
  • Determine additional hardware/software requirements for systems/project creation/modification.
  • Determine impact of project/system creation/modifications to other systems/project creation/modification.


Ongoing Systems/programs Management

  • Will provide ongoing programming, and documentation support for new and existing applications and systems.
  • Review, analyze, and modify programs/systems including encoding, testing, debugging and documenting programs.


Leadership

  • Develop, manage, and lead a team of 3A+ self-accountable professionals.
  • Develop a culture of real, personal accountability by modeling the behavior that defines it.
  • Instill a culture of safety and expectation, within your respective area/s.
  • Require direct reports to hold themselves accountable to high standards of, performance and personal conduct, in a clear, helpful, straightforward way.
  • Conduct one-on-one conversations with every direct report, on a quarterly basis, focused on their 3A+ e.g. capabilities, impact and effort.
  • Make decisions and choices, impacting staff, by using the: selection and hiring, clarifying roles and objectives, managing performance, correction & discipline and termination steps as outlined in the “Outward Mindset Skills for Leaders” guide.
