Lands Program Specialist (Good Neighbor Authority – Rangeland )

The Idaho Department of Lands (IDL) recruiting for a Lands Program Specialist – Rangeland Good Neighbor Authority to join a dynamic team of natural resource professionals.

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.4 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.

Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on public trust lands, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also provide assistance to landowners to manage their forestlands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.


Responsibilities:

  • Coordinate with the Bureau of Land Management (BLM) to identify and implement projects that can leverage State resources and efficiencies to increase capacity to accomplish work on BLM-managed lands.
  • Develop policy and procedure relating to BLM projects and Good Neighbor Authority (GNA).
  • Foster collaboration with BLM field offices in Idaho.
  • Effectively monitor BLM allotments to BLM standards.
  • Collaborate with other state, federal, and non-governmental agencies to administer grazing GNA in a way that compliments the work of other groups in the state.

Minimum Requirements:

  • Good knowledge of best management practices for land management activities.
  • Experience researching, analyzing and monitoring land management issues in relation to existing federal, state and local laws, rules and practices and making recommendations.
  • Experience serving as a technical resource within an organization on complex programmatic or technical issues, including preparing technical reports; providing guidance to co-workers, the public and other interested parties; and providing recommendations to upper management.
  • Experience in rangeland management, incorporating the principles of livestock grazing management, riparian area management, invasive plant management, and soil science.
  • Experience in conducting ecological studies using various monitoring protocols including standard rangeland monitoring protocols, photo plots, site observations, and describing/identifying soils.


Special Requirement:

  • Statewide responsibilities will require travel up to 30% of the time with occasional overnight stays.
  • Valid driver’s license.


Desirable Qualifications

  • Experience using computer software to compile, organize and analyze field data.
  • Experience using topographic maps, hand held GPS units, and other tools to efficiently and effectively conduct ecological studies/field work.
  • Knowledge of and experience interpreting and applying federal and state laws, rules, and policies governing rangeland management.
  • Experience working in collaboration with various groups/agencies (i.e., State, Federal, and Non-Government Organizations) on complex natural resource, range, or related projects.
