    • Summary
      Position is being advertised concurrently under BR-PN-VA-18-038 for current federal employees serving under a competitive service career or career-conditional appointment or reinstatement eligible.       Responsibilities

      • Provides guidance and assistance to management and employees on employee and labor relations matters.
      • Obtains approval and takes action on employee-management relations matters. Evaluates results, maintains appropriate documentation, and reports findings.
      • Assists supervisors and managers in resolving employee/management relations and recommends appropriate courses of action.
      • Assists supervisors and managers by dealing with employee and union grievances, unfair labor practices, interpretation of negotiated agreements and decisions of the Federal Labor Relations Authority.
      • Advises on grievances and appeals, adverse actions, employee discipline, performance evaluation, sick leave, employee motivation/morale, and discrimination complaint issues.
      • Advises employees on issues beyond the scope of solution at supervisory levels. Advises both management and employees during adverse actions. Prepares disciplinary/adverse actions, ensures compliance with requirements and recommends alternate actions as necessary to provide uniformity within regulations

      Qualifications
      In order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement – this information must be included in the resume.

      To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to at least the next lower grade level GS-11 in the Federal service. Specialized experience at this level is defined as providing technical advice to all levels of management and employees on a wide variety of laws, regulations and processes associated with labor and employee relations matters including disciplinary and adverse actions, grievances and appeals, complaints, performance management, suitability, leave, collective bargaining agreement violations actions; representing management in dealings with union officials, appeals, and multiple third party actions; drafting official documentation for LR/ER cases; applying conflict resolution techniques to resolve highly charged, emotional LR and ER situations; responding to proposed LR/ER charges as a technical advisor to management; developing and conducting ER/LR training; developing contract negotiation proposals and strategies; Conducting labor relations surveys, studies and evaluations; serving as technical advisor of negotiating team on labor agreements in accordance with Labor-Management Relations Statutes and other applicable regulations.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.

      How You Will Be Evaluated
      You will be evaluated for this job based on how well you meet the qualifications above.

      Category rating and selection procedures will be used to evaluate applications from this announcement. If an applicant meets the basic qualification requirements, his/her on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of his/her experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified, and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100 and veterans with preference will be placed at the top of the respective category. The assessment questionnaire will take approximately 45 minutes to complete.

      Applicants will be further evaluated on the following “Knowledge, Skills, and Abilities (KSAs)” through his/her resume and responses to the online questions.

      KSA 1:
      Knowledge of the laws, regulations, policies, theories, and procedures associated with Labor Management Statutes and employee relations programs.

      KSA 2:
      Ability to negotiate and administer labor contracts that deal with regulations such as Section 9B of Public Law 92-392 and Section 704 of Public Law 95-454, and ability handling Unfair Labor Practice (ULP) charges, and other third party proceedings including arbitrations.

      KSA 3:
      Skill in advising managers and supervisors on disciplinary/adverse actions, grievance procedures (negotiated and administrative), and appeal procedures.

      KSA 4:
      Skill in fact-finding, analyzing complex problems, and recommending effective solutions on labor and employee relations issues.

      KSA 5:
      Ability to effectively communicate in person and in writing in areas such as advising supervisors; explaining regulations; providing sound alternatives, advisory opinions, and recommendations; resolving sensitive and complex issues; and preparing case documents.
