Environmental Analyst – Water Programs

Summary of Position Duties

The Environmental Analyst position is responsible for developing, communicating and implementing water-related environmental programs, guidelines, and compliance strategies for Georgia Power. This position may focus on multiple construction- and/or operation-related compliance programs, especially those involving the federal Clean Water Act, 40 CFR 112 Oil Pollution Prevention, the Georgia Water Quality Act, Georgia’s NPDES Storm Water Discharge General Permits, the Georgia Erosion & Sedimentation Act, Georgia Safe Drinking Water Act and state water withdrawal statutes.

Additional responsibilities include representing Georgia Power Company before regulatory agencies, external groups and the public and influencing development of favorable regulations. This position is also responsible for obtaining permits and licenses, reporting monitoring results and developing and implementing compliance program reviews. This position may also handle special projects related to water and other compliance programs.

This position may also be filled as an Environmental Specialist or Engineer depending on education and/or demonstrated mastery of the environmental regulatory program areas and responsibilities described below.

Job-Specific Responsibilities

  • Develop cost-effective compliance strategies for water related regulations and permits, including environmental guidelines, communications and training. Specific compliance programs include, but are not limited to the federal Clean Water Act, Georgia Water Quality Act, Georgia NPDES Storm Water Discharge General Permits (“General Permits”), Georgia Erosion & Sedimentation Act (GESA), and state water withdrawal rules and statutes and other relevant state and federal laws, regulations and rules.
  • Obtain all required water-related environmental permits, licenses, and certifications. This includes permitting, reporting and site inspections for business unit activities covered by the General Permits and advising business units on compliance controls and best management practices.
  • Monitor compliance programs through regular program reviews to ensure adherence to applicable regulations. Assist with development of and revision to business unit procedures/policies related to construction storm water and erosion & sediment control, Spill Prevention Control and Countermeasures (SPCC) plans, Storm Water Pollution Prevention Plans (SWP3), and other water-related programs. Make decisions as to the effectiveness of compliance activities and report to environmental management and company business units.
  • Influence, track and interpret environmental regulations and policy at the federal and state level. Positively engage regulatory agencies to promote informed, balanced and science based regulations and permit requirements. Develop and maintain positive relationships with the U.S. EPA, U.S Army Corps of Engineers, Georgia EPD and others.
  • Provide interface and input to Southern Company environmental personnel regarding federal or industry environmental issues related to water programs. Organize and coordinate with other utilities and industry groups to influence and comment on proposed state rules, regulations and permits.
  • Develop partnerships with all levels of business units and facilities management to implement cost-effective solutions, training programs and innovative technologies to eliminate or minimize environmental risks. Incorporate Compliance Governance Model components in business unit processes and identify opportunities to improve compliance.
  • Promote and support the Company’s environmental policies, conservation and stewardship in all areas of the business and external engagement.
  • Actively support the Company’s storm restoration and emergency response efforts.

Job Requirements

Education Requirements:

  • BS or BA degree in engineering or science related field (i.e. biology, chemistry, environmental science, etc.)
  • Georgia Soil & Water Conservation Commission Level 2 Certified Design Professional (or Certified Plan Reviewer) a plus
  • Professional certification in an applicable engineering or science related field a plus.

Experience Requirements:

  • Minimum of five (5) years’ experience in water-related permitting, compliance and program development associated with the following:
  • Georgia NPDES Construction Storm Water Discharge General Permits
  • Georgia Erosion & Sedimentation Act
  • Georgia NPDES Industrial Storm Water Discharge General Permit
  • 40 CFR 112 (Oil Pollution Prevention)
  • Georgia Water Quality Act
  • Georgia Safe Drinking Water Act
  • Georgia Ground-Water Use Act
  • SPCC Plan and/or SWP3 development, review and maintenance highly desired
  • Permitting and compliance experience in linear and stand-alone construction activities highly desired
