This position is located in the Mitigation Division. In the position you will coordinate and support the delivery of regional mitigation programs and community planning resources needed to plan for, manage, and implement hazard mitigation activities. EMERGENCY ASSIGNMENT:
Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position is being announced under FEMA’s Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.

Duties
Typical assignments include:

  • Knowledge of emergency management and related directives, policies, regulations, procedures, and methods.
  • Collaborate and foster relationships between Federal, State, local, tribal, territorial, nongovernmental organizations, and private sector, and their hazard mitigation mechanisms and authorities.
  • Knowledge of hazard mitigation (HM) activities in large, unique, or catastrophic incidents and working with grant programs.
  • Coordinate mitigation disaster operations and activities.

: One full year of specialized experience equivalent to the the IC-09 level in federal service that demonstrates: 1) Knowledge of hazard mitigation to include grant application processing/review
OR
budget analysis/financial obligation
OR
quarterly report review OR closeout processing.

You qualify for this position at the GS-12 level (starting salary $72,168) if you possess the following:
One full year of specialized experience equivalent to the GS-11 level in federal service that demonstrates: 1) Direct experience with Hazard Mitigation Grant programs and Federal grants including management rules, OMB circulars, policies, practices, and techniques.

OR

  • IC-11

Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

OR

Combination of education and experience

  • IC-12
