BA Certification from the International Institute of Business Analysis (IIBA) or Project Management Institute (PMI) is preferred, but no required.

BA should be able to develop analysis-level models of Immunization Information Systems (IIS) operations and processes that capture and document agreed upon consensus-based best practices for IIS. Such models would form a knowledge base for IIS operations improvement, supporting alignment of IIS processes along the common for all awardees guideline. Additionally, these models would provide a basis for IT requirements, educational and training activities. Models to be developed: Decision Models, including business rules, Domain models, Process models, Event/state models.

BA must have the ability to perform the following tasks:

Capture recommendations in modern analysis instruments, such as business rules, domain/concept models, process models (operational scenarios and process maps), event/state models, and other modeling instruments, including industry-standard Unified Modeling Language (UML).

Analyze IIS current operational practices and formulate recommended best practices through group sessions and interviews with IIS stakeholders, teleconferences, reviews of IIS materials, and site visits.

Organize and facilitate collaborative group efforts among IIS stakeholders to develop consensus-based operational recommendations for IIS. This also includes management, coordination, and support type activities, such as logistics for conference calls and in-person meetings, discussions recording and notes-taking, coordination of participants schedules, and development process facilitation and management.

Conduct a vetting and review of analysis results with project’s collaborators and contributors, as well as within wide immunization registration community of practice.

Develop operational best practice guidelines reflecting outcomes of the collaborative consensus-building analysis process among IIS stakeholders and feedback from reviews in the IIS community of practice.

Present analysis results at meetings, conferences, as well as at various forums

Develop and disseminate written materials, such as papers and presentations on methods, process, and outcomes of the analysis process, requirements and best practice recommendations for IIS.

Utilize standard analysis and modeling software applications, such as MS Visio and others (for example, IBM-Rational Rose). Evaluate need and formulate requirements for acquiring specialized analysis and modeling software applications.

Work with staff, contractors, state partners, and national partners such as the American Immunization Registry Association (AIRA) to review and make specific recommendations for requirements, models, and architectural documents involved in the immunization programs and projects, e.g., Vaccine for Children (VFC) program.

Provide training, educational and technical assistance for IIS stakeholders on analysis/models interpretations, implementation, and evaluation which may include state IIS process improvement and analyzing state IIS operations aspects.

BA must possess the following skills

Modeling skills, to represent requirements information in graphical forms that augment textual representations in natural language, including using modeling languages already established in the organization

Facilitation skills, to lead requirements elicitation workshops

Analytical skills – critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, distinguish presented user requests from the underlying true needs, and distinguish solution ideas from requirements

Interviewing skills – talk with individuals and groups about their needs and ask probing questions to determine essential requirements information

Writing skills – communicate information effectively to customers, managers, and technical staff through the creation of business requirements

Organizational skills – work with the vast array of information gathered during elicitation and analysis and to cope with rapidly changing information

Interpersonal skills -help negotiate priorities and to resolve conflicts among project stakeholders
